The dumping investigation period determined by this investigation is from July 1, 2016 to June 30, 2017, and the industry damage investigation period is from January 1, 2015 to June 30, 2017.

 

    On September 6, 2017, the Ministry of Commerce received the anti-dumping investigation application formally submitted by Tai'an Hanwei Group Co., Ltd. on behalf of the domestic hydriodic acid industry. The applicant requested an anti-dumping investigation on imported hydroiodic acid originating in the United States and Japan.

 

    According to the evidence provided by the applicant and the preliminary examination conducted by the Ministry of Commerce, the output of hydroiodic acid of the applicants accounted for more than 50% of the total output of similar products in China in 2015 and 2016, in line with Article 10 of the Anti-dumping Regulations of the People's Republic of China Article 13 and Article 13 of the domestic industry to apply for anti-dumping investigations.

 

    The application claims that hydriodic acid originating in the United States and Japan is exported to China for export at a lower than normal value. Based on the evidence and information reasonably obtained, the applicant uses the method of cost plus reasonable expense and profit as the basis for determining the normal value of hydroiodic acid in the United States and Japan, and applies for the investigation of the statistic value of the imported products to China as the export determination Based on the price, after various factors affecting the comparability of prices are adjusted, there is a more substantial dumping of claims for the products under investigation. At the same time, the application claims that the United States and Japan applied to investigate the import impact of their products. The indicators of domestic industry output, operating rate, sales price, profit rate, investment return rate and the like have been deteriorating. The domestic industries have suffered substantial damage and applications for dumping investigation of products There is a causal relationship with the real damage to the domestic industry. After examination, MOFCOM concluded that the application contained the contents and relevant evidences required by the anti-dumping investigations filed under Article 14 and Article 15 of the "Anti-dumping Regulations of the People's Republic of China".

 

    Based on the above examination results, MOFCOM decided to conduct an anti-dumping investigation on imported hydroiodic acid originating in the United States and Japan from October 16, 2017. The survey will start on October 16, 2017 and should normally be completed by October 16, 2018. In special cases, the survey may be extended until April 16, 2019.
